Oil Tank Removal vs Abandonment in Place

Short answer: Removal with soil samples gives the cleanest paperwork for a future buyer or lender. Abandonment in place (emptying, cleaning and filling the tank) can work too, but lenders treat an abandoned tank and a properly closed tank differently, so keep the closure documentation1. Neither is required by the state for a home heating oil tank2.

When abandonment may make sense

  • The tank is under a driveway, deck, addition or near a foundation, where digging is hard.
  • Ask the contractor what closure documentation you'll get, and whether soil samples are included1,3.

When removal usually wins

  • You're selling soon and want the simplest answer for the buyer's lender5,1.
  • There are signs of a leak; a leaking tank turns the job into a cleanup3.

FAQ

Does PA DEP require me to remove my home heating oil tank?

No. Pennsylvania's storage tank law doesn't regulate most home heating oil tanks used on the premises: tanks storing heating oil for use where it is stored are excluded, and DEP lists home heating oil tanks as not regulated7,2. Local rules, lenders and buyers may still require action, such as a permit, testing or removal before a sale. Owners usually act because of a sale, a lender, an insurer, or leak risk.

Is an abandoned tank the same as a properly closed one?

Not necessarily; lenders treat the two differently1. Keep the contractor's documentation.
